I think Local would fit as a hollow head, His only power imo would to be make stuff a reality for a set time

The smaller it is the longer it lasts

Example

Green is bored, so he makes a ball for him to use for a few hours.

They are in a high speed chase so he makes a barricade behind them to slow them down for a few minutes.

Larger = shorter life.
